Dr. Samuel P. Fulton is the Pastor Faith Temple Church of God in Christ.  He is the 1st Administrative Assistant of the Eastern Pennsylvania Jurisdiction Church of God in Christ.  Dr. Fulton is a member of the Philadelphia Police Clergy, the Philadelphia Police Advisory Board and the Delaware Valley Pastors Council. He is President of the Pentecostal Network of Philadelphia.   Dr. Fulton is the recipient of the Liberty Bell award and the Chapel of Four Chaplains Award.
 
 
Dr. Samuel P. Fulton is the son of the late William and Patience Fulton, of Kingstree, South Carolina.  At an early age the family moved to Philadelphia, Pennsylvania. 
 
Dr. Fulton attended the Philadelphia public schools.  Upon entering Northeast High School, he joined the track and field team.  He became the school track star for four years and in his senior year he won 1st place in All Public School Track and Field competition and 2nd place in the All City competition. 
 
After graduation, on September 11, 1950, Pastor Fulton enlisted in the United States Army.  Pastor Fulton received an honorable discharge on February 4, 1954.  After returning home, he became employed by the city of Philadelphia and was employed for 28 years.  During his employment with the city, Pastor Fulton was elected to and held the following union positions: Local 427 officer for seven years, Shop Steward for 24 years, and District Council 33 Delegate for 22 years, which enabled him to travel throughout the United States. 
 
In 1955, Dr. Fulton met the love of his life, a young lady by the name of Dorothy Dopson and in 1956 they were united in Holy Matrimony.   They were blessed with four children, Angela, Anthony, Juanita, and the late Samuel Jr.  They have five beautiful grandchildren.
 
Pastor Fulton was a member of the Little Zion Church of God in Christ, under the leadership of the late Bishop Bruce M. Oakley.  While there he received spiritual training and served in various positions within the church.  He became a licensed minister.  In January 1960, Bishop Bruce M. Oakley appointed him as Pastor of a mission in Jericho, New Jersey.  On August 17, 1960, Bishop James Wells, ordained him as an Elder in the Church of God in Christ
 
In June 1962 Dr. Fulton graduated from Manna Bible Institute, Philadelphia, Pa.  In 1968 Pastor Fulton received an honorary Doctorate of Divinity Degree from Trinity College and Seminary.  In 1980 he received a certificate of completion from the Robert Schuller Bible Institute, in Garden Grove California.
 
In 1964, Dr. Fulton, along with Bishop A. D. Baxter and Bishop George Williams founded the Eastern Pennsylvania Fellowship.  Today, it is known as Eastern Pennsylvania Jurisdiction of the Churches of God in Christ.
 
Dr. Fulton was appointed and served as Secretary of the Eastern Pennsylvania Jurisdiction, Church of God in Christ, from September 1966 to November 1971.  On August 21, 1972, Dr. Fulton was appointed District Superintendent of the Schuylkill District. On August 21, 1972 he was appointed First Administrative Assistant of the Eastern Pennsylvania Jurisdiction, Church of God in Christ.  He still holds that position today.
 
Dr. Fulton was appointed and served as a National Adjutant of the Church of God in Christ from 1986 to 1996.  He also served as Chairman of the Grievance Committee for the National Council of Elders and Pastors, of the Church Of God in Christ from 1972 to 1980.
 
Dr. Fulton and was appointed as one of the judges for the Philadelphia More Beautiful Committee, under Mayors William Green, W. Wilson Goode and Edward G. Rendell.  He was a member of Mayor Goode's Education Screening Committee
